Final Park Plans Coming Soon
At its regularly-scheduled meeting of April 11, the Centerville City Council passed a motion authorizing Bonestroo, Rosene, Anderlik & Associates to formally prepare the plans and specifications for the construction of the as-yet-unnamed park at 1601 LaMotte Drive. The same motion also authorized city staff to advertise for construction bids as soon as the plans and specifications are completed.
The plans and specifications were informally detailed by Parks & Recreation Committee Vice-Chairperson Kevin Amundsen at a council meeting about a month ago. Construction on the park must begin soon for the park dedication planned for the Fête des Lacs festival in August.
City Engineer Mark Statz estimated that Bonestroo's fee for preparing the plans, administering the bid process, and observing construction will total about $15,000.
Spring Clean-Up Coming Up
Council passed a motion directing staff to make a decision about the number of items Centerville residents can recycle for no cost during this year's Spring Clean-up event.
The following items will be recycled by the city for no cost to residents: all sizes of TVs, console TVs, computers, DVD or VCR players, miscellaneous small electronics, lead acid batteries (auto), and fluorescent lightbulbs.
The costs of recycling these items will be subsidized by Anoka County's SCORE funds program. Although Mayor Mary Capra proposed that "any combination of five or six" of the above items would be a reasonable limit, it was eventually decided to allow city staff to take more time to look into the issue before a final decision is made.
The Spring Clean-up event, which is for Centerville residents only, will be held on May 12 from 8 a.m. to 4 p.m. in the parking lot at Laurie LaMotte Memorial Park.
2007 Council Goals Approved
The council also approved the 2007 city council goals.
The goals have four main components - 'plan for community needs and facilities to control spending and tax rates,' 'community development to attract new business and tax base,' 'manage revenue - taxes and tax rates,' and 'maintain a safe community to attract and retain citizens and business.'
2007 'Year To Get Ready'
The council listened to a presentation by Chris Burns of the American Red Cross. Following his presentation, a motion was passed proclaiming 2007 the "year to get ready" in case of an emergency situation or a natural disaster.
Burns cited a recent survey demonstrating that the majority of Americans have not taken the basic steps necessary to prepare themselves for an emergency situation, and said that the "get ready" campaign involves urging citizens to "get a plan, get a (emergency preparedness) kit, and get involved."
Although nothing has been scheduled yet, part of the "getting involved" component of the campaign may involve the offering of CPR classes in Centerville.
Expanded Services For Bonestroo
The council approved Bonestroo, Rosene, Anderlik & Associates' request for additional fees associated with the Fairview Street construction project.
In April 2006, the council approved Bonestroo's fee proposal for basic design and construction services on Fairview St. for an amount not to exceed $16,000. However, since that time, Bonestroo's role was expanded to include administering bids and overseeing the design and construction of a turn lane.
The motion passed on April 11 will provide Bonestroo with an additional $13,400 in compensation to account for the company's expanded role in the project.
Public Hearing Scheduled
The council also passed a motion scheduling a public hearing for May 9 at 6:30 p.m. to discuss proposed improvements on a portion of Old Mill Road.
The proposed improvements include installation of watermain, sanitary sewer, street pavement, curb, storm sewer, and related drainage improvements.
The estimated cost of the improvement is $372,203.
After scheduling the public hearing, the council also passed a motion directing staff to pursue appraisals of two properties on Old Mill Road.
Sorel/Goiffon To Receive Temporary Fix
The council passed a motion approving a temporary repair of Sorel and Goiffon Roads.
City Administrator Dallas Larson told the council that the temporary fix "will leave the full improvement for 2008 as we do the downtown redevelopment." Instead of fully paving the roads, the temporary fix will place a layer of crushed rock on the surface of the road.
Larson estimated the cost of the temporary improvement at $12,000.
Lot Split Approved
The council also approved Jim Williamson's request for a lot split at 1649 Lakeland Circle.
Anoka County is using Williamson's property for a stormwater pond in conjunction with the expansion of Highway 14, but the county does not need the entire lot.The lot will be divided: 42,150 square feet will be acquired by the county and 17,638 square feet will be left for Williamson, who is planning to build a home.
In other action, the council:
. Approved the plans and specifications for the Fairview Street improvement and directed city staff to advertise for bids for the construction project.
. Accepted the resignations of Parks & Recreation Committee members Carrie Jakober and Linda Merkel.
. Approved an encroachment agreement with Sheehy Construction for the construction of a fence at 7047 - 21st Avenue.
. Approved the purchase of three pieces of new skate park equipment to replace damaged pieces at Laurie LaMotte Memorial Park for an amount not to exceed $17,474.
