Police Staffing Changes Approved

Lino Lakes City Council members approved the internal promotion of two police officers and conditional job offers to two police officer candidates at the City Council meeting on December 18.

Sergeant Kent Strege was promoted to a newly-created position of captain. Officer Mike Rumpsa was promoted to sergeant. Both promotions were effective January 1.

To replace these two positions, Peter Noll and Terina Peterson received conditional job offers, pending the successful completion of background checks, physical and psychological tests.

Hazard Mitigation Plan Adopted

Council also approved a resolution adopting the Anoka County Multi-Jurisdictional Hazard Mitigation Plan.

Anoka County's plan was approved in November by the Minnesota Department of Homeland Security and Emergency Management and the Federal Emergency Management Administration (FEMA).

The plan identifies four phases of Emergency Management: preparedness, response, recovery and mitigation. Efforts will be made to address preparedness in the areas of the fire department, identifi cation of hazardous materials (HazMat) within the community, and the availability of outdoor warning devices, such as emergency tornado signals.

Because of a council resolution passed in 2002 allowing the city of Lino Lakes to participate with Anoka County in the plan preparation, the city is now eligible for various federal disaster grant programs.

Lakewood Apartments Grant Extended

The city also acted to extend a $225,000 grant agreement to help finance the Lakewood Apartments within the city's Legacy at Woods Edge project.

The grant, awarded to the city on December 16, 2004 through the Livable Communities Act Local Housing Incentives program, was due to expire December 31, 2006. The Metropolitan Council recently approved its extension as construction has been delayed into 2007.

At the request of Hartford Group and LLAH Limited Partnership, the city also authorized that the grant be provided in the form of a 30-year interest-free loan to LLAH Limited Partnership, to be administered by the city's Economic Development Authority. Under the terms of the grant, the city is authorized to use these funds to make deferred loans.
