Pine Street Assessment Hearing Set

At its April 26 meeting, the Lino Lakes City Council approved a resolution declaring the costs to be assessed on the Pine Street Paving Improvement project at $199,250, or $9,488.10 per residential unit. The project will be 100% assessed, City Engineer Jim Studenski said.

Residents of the City of Columbus will pay for the other half of the street, which lies between the two cities.

The council also passed a resolution calling for a public hearing on the proposed assessments.

The hearing will be held May 24 at 6:30 p.m. Arnt’s Interim Use Permit Approved The council also approved a 3-year interim use permit for 2209 Phelps Road, located in the southeast quadrant of Main Street and I-35E, for open and outdoor storage of vehicles and construction materials as a principal use.

The property of interest, currently guided for Industrial, is located in a Light Industrial zoning district across the street from where Arnt Construction currently processes and stockpiles material from its various state, county and city construction projects. The parcel under consideration in question has, at times, also had material stockpiles on it.

Arnt is seeking to purchase the property from a private buyer for that use. Subject to conditions, the permit would allow Arnt to block off the east end of Phelps Road, which runs between old Otter Lake Road and new Otter Lake Road, for “limited periods of time” to allow a conveyor to cross the road and carry material from the crushing machinery on the south side of the public road to the storage area on the north side of Phelps Road.

In other action, the council:

• Postponed once more discussion of the lease agreement with North Memorial Ambulance.

• Adopted two additions to the city’s AWAIR (A Workplace Accident and Injury Reduction) program, including a fleet operation, procedures and safety policy— which includes rules for employee operation of personal vehicles used for city business—as well as a contractor safety policy.

• Approved the first reading of an ordinance to vacate a drainage utility easement at 1612 Birch Street. The easement was associated with a minor subdivision that had never been recorded and is now no longer being pursued. A public hearing was held April 12.

• Held the second reading of Ordinance No. 07-10 amending Chapter 902, the city’s tree disease ordinance, relative to the emergence of the Emerald Ash Borer in the Twin Cities. A summary of the ordinance was approved for publication in the city’s legal newspaper. “Ash trees found to be infected with EAB must be treated and/or disposed of in compliance with all recommendations of the Minnesota Department of Agriculture and the DNR,” the ordinance reads.

• Deadlines for a number of approved development projects were extended, including the Main Street Village Planned Unit Development (PUD) Final Plan and Plat and Conditional Use Permit (CUP), The Preserve PUD Final Plan and Plat, Moon Marsh PUD Final Plan and Plat, and Century Farm North 5th Addition Final Plat submittal.

• Council approved a summary of Ordinance No. 05-10 related to outdoor dining/seating in Town Center for publication.
