Dirt To Fly In Main Street Village
Azure Properties' request for approval of a grading only development contract for the Main Street Village Project on the southeast quadrant of I-35E and CSAH 14 (Main Street) in Lino Lakes was approved 4-0 by the Lino Lakes City Council at its April 28 meeting. The project lies immediately west of the Lino Lakes/Hugo city line.
The entrance for Patriot Bank Minnesota, which must be relocated as part of the project, "continues to be an issue," said City Engineer Jim Studenski at the council work session prior to the meeting.
But the council declined to require an agreement between Patriot Bank and Azure Properties be formalized prior to approval of the grading development contract. "As a matter of process . we shouldn't be trying to amend [current agreements between the parties] in an ad hoc way in a public meeting," said Mayor Bergeson.
Under this scenario, final plat and development contract approvals will be addressed at a future council meeting. Preliminary plat approval was granted Feb. 11.
The project consists of four commercial lots and 4 outlots on 28.3 acres, and will include a Kwik Trip convenience store, a McDonald's restaurant, and two multi-tenant retail buildings, one of which is intended to include a drive-through coffee shop.
Grading work must be approved by the Rice Creek Watershed District before commencing.
In other action, the council:
. Approved Change Order No. 12, for the Lake Drive/I-35W Improvement Project, deducting an amount of $360.00 for concrete materials that failed to meet gradation requirements. MnDOT has determined, however, that the concrete " is in substantial compliance with the contract provisions."
. Held the first reading of Ordinance No. 08-08, updating the city's fee schedule for 2008. Among the new fees are a lawn sprinkler/irrigation system permit fee of $50 and a 50 cent increase in the cost of city maps. A permit process for irrigating or watering new landscaping was also included, but there is no fee for the permit.
. Approved a development agreement and final plat for Vaughan's First Addition, comprised of two parcels on the norThend of the Quail Ridge Addition. Total acreage is 0.98 acres. The preliminary plat was approved Feb. 11.
. Passed Resolution No. 08-45, accepting bids and awarding a construction contract for the city's 2008 Street Sealcoating Project to Allied Blacktop, Co. in the amount of $126,814.00, considerably below the Engineer's Estimate of $159,345.00. The final completion date for the project is September 30, 2008. Approximately $2,000 separated the low bidder from the second-low bidder, Pearson Bros., Inc.
. Passed Resolution No. 08-46, accepting bids and awarding a construction contract for the city's 2008 Street Overlay Project to W.B. Miller, Inc. in the amount of $176,147.40. The company also performed the overlay work for the city in 2006 and 2007. The Engineer's Estimate for this year's project was $196,018.50 in a highly competitive bidding climate; ten contractors submitted bids for the project.
