Council Approves Special Event
Council approved an application for a Special Event Permit and Cabaret License for Mansetti's Pizza and Pasta Restaurant at 6511 Ware Road at its October 9 meeting. Owner Jim Szyplinski plans to hold a Halloween party, including live music and an outdoor beer garden, in the parking lot in front of the restaurant on Saturday, Oct. 28 from 5-9 p.m. and Sunday, Oct. 29 from noon to 5 p.m. A tent, with tables and chairs for 200, will be erected.
Ordinance No. 09-06 Passes On Second Reading
The second reading of Ordinance No. 09-06, amending the Zoning Ordinance text with regard to uses in three business zones (NB, LB, and GB) took place at the Oct. 9 council meeting.
Proposed changes include: adding sales of wine and beer to permitted uses in the NB zone; amending the provisions for outdoor dining facilities in all three business zoning districts; amending conditions for specialty schools in the LB and NB zones; and deleting small engine repair as a conditional use in the NB zone.
The council also approved a summary publication of the ordinance to appear in the city's official newspaper. A full printed copy of the complete ordinance is available at City Hall.
Corner Rezoning Approved
Ordinance No. 10-06 rezoning the Millers Crossroads commercial site on the southeast corner of Birch Street and Hodgson Road was approved upon its second reading by a 5-0 vote.
The ordinance rezones Lot 16, Block 1, Millers Crossroads from LB Limited Business to NB Neighborhood Business.
"We probably should have put a different zoning in place back in 2003, and we didn't," said Mayor John Bergeson. "We're correcting that now."
The first reading of the ordinance took place on Sept. 25.
Turnback Payment Requested
The council authorized a request for payment from the Municipal Turnback Account for a 0.28-mile segment of 4th Avenue (formerly T.H. 49 - Hodgson Rd.) totaling $955,404.00. The segment is from Lilac Avenue to the entrance to the Minnesota Correctional Facility, and was "turned back" to the city's jurisdiction via a 1996 agreement with the State of Minnesota.
The city could elect to either reconstruct this segment of roadway at this time or receive a cash payment in lieu of same. As this roadway received a high rating within the city's Pavement Management Program, the council elected to receive the funds instead. The funds are specifically designated for use on roadways included in the city's State Aid Street System.
