Zoning Ordinance Amended
At its August 11 meeting, the Lino Lakes City Council held the second reading of Ordinance No. 11-08, which—among other things—amends the city’s Zoning Ordinance to bring it into conformance with the recently adopted Chapter 503 Animal Control Regulations. Those regulations, which have to do with the keeping of dogs, chickens and farm animals and other animals within the city, took effect July 10.
Other parts of the affected zoning regulation sections were also amended to reflect changes in state statute with regard to non-conforming uses and structures, and changes to provisions affecting the placement of accessory structures, like tool sheds, within easements.
The council voted to approve the ordinance and publish a summary of the lengthy ordinance in the city’s legal newspaper; however, residents may review the full ordinance at Lino Lakes City Hall.
In other action, the council:
• Accepted a list of prospective election judges for the upcoming primary and general elections. Judges will be trained to serve.
• Approved a 1-to-4-day Temporary On-Site Liquor license for the Lino Lakes Lions Club for its annual fundraising “pheasant feed” on Sept. 27 at St. Joseph’s Catholic Church.
• Approved updated watershed district boundaries as recommended by the Vadnais Lake Area Water Management Organization (VLAWMO) and Rice Creek Watershed District (RCWD). Those recommendations were based on hydrologic boundaries following review of available topographic, storm sewer and drainage information. Within the city of Lino Lakes, 19.31 acres within VLAWMO were transferred to the RCWD; 65.61 acres currently within the RCWD were transferred to VLAWMO’s jurisdiction.
• Awarded a contract for the 2008 Surface Water Management Project to Penn Contracting of Blaine for $83,731.00. The other bidder on the project was Forest Lake Contracting, whose bid was $182,585.00. The Engineer’s Estimate was $85,620.00. The project consists of cleaning storm sewer and culverts and ditch maintenance in 13 different locations within the city.
• Approved Change Order No. 15 in the amount of $10,000 for the Lake Drive/I-35W Improvement Project, which replaces three street light poles taken from Anoka County’s inventory to complete the project. Conflicts between light poles and overhead power lines necessitated using shorter light poles than were originally ordered. The vote was 4-1, Council Member Jeff Reinert opposing.
