CSAH 14 Plans Receive Council Nod
By a 5-0 vote, the Lino Lakes City Council approved the plans and specifications for the County State Aid Highway 14 reconstruction project at its March 12 meeting.
Anoka County will receive bids next month.
The project will reconstruct CSAH 14 as a new, two-lane road from the I-35W overpass south to the entrance to the Rice Creek Chain of Lakes Regional Park Preserve. At that point, the road will consist of two through lanes with a center turn lane, all the way through the city of Centerville to CSAH 54, where a signal will be installed. From there, CSAH 14 will continue east as a four-lane roadway to the I-35E interchange.
During construction, CSAH 14 will be completely closed to traffic between the I-35W overpass and the park entrance due to the scheduled bridge replacement. Traffic will be detoured. According to City Engineer Jim Studenski, "All county detours stay on county roads."
Access to Wargo Nature Center will be maintained through a detour from the west.
Construction is anticipated to begin in June 2007, with substantial completion by fall of 2008.
Setback Variance Approved
Council also approved a ten-foot setback variance for Susan Goepfert at 7300 Terra Court for the purposes of constructing a garage addition adjacent to Apollo Drive.
Although arterial road setback requirements have not changed since the home was constructed, the council found that neighboring homes had received permits from the city to construct garages with similar setbacks, and that granting a variance was "in keeping with [the] spirit and intent" of the city's Zoning Ordinance.
The matter was considered by the city's Planning & Zoning Board, which recommended approval of the variance by a 5-1 vote.
In other action, the Council:
. Approved a development agreement and final plat for Pine Glen Second Addition, which consists of 37 units of residential development.
. Approved an application of Aquinas Roman Catholic Home Education Services to hold a bingo event on April 14 at St. Joseph's Church.
. Approved Resolution No. 07-38 authorizing preparation of plans and specifications for the 2007 Surface Water Management Project. According to staff, a significant portion of the budget will be spent on pipe cleaning this year.
. Held the second reading of and unanimously approved Ordinance No. 01-07, which would establish a one-year moratorium on electronic, changeable signs, with exceptions, upon its publication. Council also approved the publication of a summary of the lengthy ordinance.
