Special Event Permits

The Lino Lakes City Council voted 5-0 to approve the second reading and summary publication of Ordinance No. 03-07, adding a new Chapter 615 to the Lino Lakes Code of Ordinances relating to Special Events.

Certain outdoor special events - such as a parade, carnival, fair or outdoor concert - have required that a permit be obtained from the city of Lino Lakes. "City assistance or review" is often necessary to see that public safety standards are met and liability issues are addressed for these events, according to City Clerk Julie Bartell.

In the past, these permits have had special requirements printed on the permits. The ordinance, as adopted, "replaces language on the application form," said Bartell at the council workshop of April 2.

The ordinance specifically defines the size of a special event to 50 or more persons, specifies a 45-day application period, and exempts non-profits from the $50 application fee but not from city- incurred costs.

The ordinance specifically exempts non-commercial events held on private property, such as graduation or social parties, and events held in other specific locations, including the grounds of any school, playground, city or county park, athletic field or place of worship.

"We're trying to provide a little stronger foundation for the issuance of those [special event] permits," City Administrator Gordon Heitke said.

MSA Designations Revised

The council also voted to make changes to its current Municipal State Aid (MSA) Street designations, updating the inventory of existing and planned Municipal State Aid Streets. Eligible municipalities receive State Aid funds to construct and maintain State Aid routes within their borders.

City Engineer James Studenski recommended revoking 0.25 miles of Apollo Drive (CSAH 12) from Lake Drive to County Road 153, and 0.22 miles of Clearwater Creek Drive north of Cedar Street East to Otter Lake Road, from the city's MSA System.

Mileage will, instead, be applied to Cedar Street East between Clearwater Creek Drive and Otter Lake Road (0.12 miles) and Century Trail north of Robinson Drive to Main Street (0.26 miles) and elsewhere in the city's MSA system.

"This is a planning tool," said Studenski. "If we did not designate [these future streets], we would not get the funding for them."

According to staff, all MSA streets must connect to other MSA streets or to a county road.

Oakwood View Easements

Vacated, Established By a 5-0 vote, the council approved Ordinance No. 04-07, vacating a segment of the drainage and utility easements on Lots 6 and 7 of Oakwood View, replacing those easements with a new drainage and utility easement.

Tramm Construction Company requested a lot line adjustment to the shared property line between lots 6 and 7 of Oakwood View. According to documents prepared for council review, both lots would still meet the minimum standards of applicable ordinances after the lot line adjustment.

A public hearing was held on the issue, and no one from the audience made comments.

In other action, the council:

. Approved Change Order No. 4 for Phase I of the Legacy at Woods Edge Street and Utility Improvement project in the amount of $10,600.98 for the installation of lift station control panel and mechanical equipment, and the reduction of other quantities to reflect actual construction quantities, for a total revised contract amount of $2,642,284.83.

. Approved letters of support for 2007 Federal Highway funding solicitations by Anoka County for: Anoka County Surface Transportation Program (STP) Application, for Lake Drive from 77th Street north to Main Street; Anoka County Hazard Safety Improvement Project (HSIP) Application, for the intersection at Lake Drive/Main Street intersection; and Anoka County Hazard Safety Improvement Project (HSIP) Application, for the intersection at County Road J and Hodgson Road. The County Road J/Hodgson Road signalization project in its final design form is "not to be confused with the bare bones signal that will be up this year," according to Community Development Director Michael Grochala.

. Voted to extend an offer of employment to Jonathan Gray as a part-time Community Service Officer.

. Removed the second reading of Ordinance No. 02-07, relating to the Operation of Snowmobiles and All-Terrain Vehicles, from the agenda so staff can review possible changes.

. Approved the preliminary plat, MUSA allocation and rezoning from R (Rural) to R-1 (Single- Family Residential) of Cox Estates, an existing residential lot at 554 Lois Lane in the Mar Don Acres neighborhood. The lot is proposed to be divided into two residential lots.
