Council Accepts Water Treatment Plant Study

The Lino Lakes City Council accepted the September 17, 2007 Water Treatment Plant Feasibility Study prepared by TKDA at its regularly-scheduled meeting of September 24.

At the council workshop preceding the meeting, staff stated that water quality has not historically been an issue with Lino Lakes residents. As the population of the city increases, however, the study predicts that the number of complaints will also increase.

Future water demands within the city were based on ultimate population estimates. Based on those projections and the accommodation of a peak water demand of 10.4 million gallons per day by blending water from city wells with treated water, the study concluded that a single water treatment plant could serve the city.

This peak demand is based on water usage rates that are lower than those previously used, in an effort to be consistent with emerging Department of Natural Resources and Metropolitan Council policies regarding increased conservation and efficient use of metro water supply resources.

In identifying possible future water treatment options for iron and manganese removal, the study identified the minimum water treatment plant site size and possible future plant locations. Both Birch Street sites are either owned by the city or by the Centennial School District.

Iron and manganese are commonly found in local groundwater supplies and, based on aesthetic measures, can generate complaints from residents related to taste, color, odor, hardness and staining. The city's water supply currently meets health-related regulations, according to the study.

In other action, the council:

. Recited the Pledge of Allegiance, ably led by Webelos Scouts Steven, Travis and Ian from Northern Star Council Pack 692. The boys were working on their Citizenship Badge.

. Approved an application by Aquinas Roman Catholic Home Education Services to conduct an excluded bingo event at St. Joseph's Church on Nov. 2, 2007.

. Adopted a change to the city access policy which gives council members the right of access to exterior doors, council chambers, council work room, community room and staff office area. Prior to the change, council members could only access these areas during regular city hall hours of operation.

. Approved a six-month peddler's license for Minnesota Statewide Roofing and Remodeling to solicit construction services door-to-door.

. Approved a six-month peddler's license for Aspen Contracting, Inc. to sell roofing, siding and gutters door-to-door.

. Amended the city's site lease agreement with Verizon Wireless, LLC to allow the installation of an emergency power generator on the city's property at Water Tower #1 (7470 - 4th Avenue), with a $2,400 increase in annual rent.

. Amended the city's site lease agreement with Nextel Communications to adjust the annual rent at Water Tower #1 to $19,546.79 per year.

. Approved a special event permit for Miller's on Main Oktoberfest on October 27.

. Amended the 2007 General Fund Budget for requested additional 2007 Charter Commission expenditures in the amount of $5,250, to be transferred from the contingency fund.

. Amend the Vadnais Lakes Area Water Management Organization (VLAWMO) Joint Powers Agreement to allow the WMO to establish a storm water utility and to clarify the role of the Board in approving budgets.

. Accepted the resignations of Officer Tanya Tamm and Office Manager Renee Kaulfuss from the Lino Lakes Police Department.

. Authorized the execution of new law enforcement mutual aid agreements with the Minnesota Department of Corrections' Correctional Facility in Lino Lakes and with the Anoka County Sheriff's Office and other cities in Anoka County.

. Approved the second reading and passage of Ordinance No. 11-07, repealing Chapter 209 "Civil Defense" and adding a new Chapter 209 entitled "Emergency Management." The full ordinance is available for public review at city hall; a summary of the new ordinance will be published.

. Approved the second reading and passage of Ordinance No. 12-07, adding a new Chapter 509 entitled "Ultimate Fighting."

. Proclaimed October as Crime Prevention Month in the city.

. Extended the site improvement performance agreement and conditional use permit for the Russian Baptist Church to set a new substantial construction completion date of November 1, 2007.

. Adopted a water emergency and conservation plan for submittal to the DNR as required by state statute. The plan addresses supply and demand reduction measures.

. Ordered repair or razing of a hazardous structure located at 2395 - 65th Street. A structural assessment by Ulteig Engineers stated that the structure was unstable, and hazardous according to statute. If corrective measures are not taken within 20 days of service of the council's order, the city will pursue legal action.
