First Reading of STAR Program approved
Without objection, the Lino Lakes City Council approved the first reading of Ordinance No. 08-07 at the July 23 meeting. Councilman Dan Stoltz was not present.
In presenting the Safer Tenants and Rental (STAR) program, Police Chief David J. Pecchia noted that the purpose of the program is to protect, preserve and promote the public health, safety and general welfare of the city.
"The City of Lino Lakes is committed to proactively addressing crime," he told the council. "Preventing problems is always more effective than trying to deal with them aft er they occur." The chief noted that records in neighboring communities show that rental housing properties have had higher crime rates than owner-occupied homes. "Rental properties place larger numbers of people into more dense areas, thereby increasing crime opportunities," he said.
Three levels of STAR certification have been developed; they include criminal history checks of all applicants (age 18 and older) covering the last seven years, photo identification and mandated property manager training. The ordinance also requires that the owner of rental housing developments establish criteria for denial of rental applicants. This first reading could subsequently result in the amendment of the city code by adding a new Chapter 1009 related to Housing Maintenance Code.
A motion by Council woman Donna Carlson to approve the first reading was seconded by Councilman Jeff O'Donnell.
In other action,- Councilwoman Carlson cast a 'no' vote against Resolution 07-83 which would approve a grading only development agreement at The Preserve. It passed with approval from the other members of the council, minus Stoltz who was absent.
- The council unanimously approved Resolution 07-87 that granted a condition use permit to allow earth material excavation at the LaMotte property (Birch and 12th Avenue).
- There was no objection to awarding Jay Bros. their low bid of $63,997.25 for a construction contract for Lino Park grading and trail improvements. Bids ranged to $126,609.95; the engineer's estimate was $91,460.
- Jay Bros. was also the successful bidder for the 2007 Surface Water Management Project, Outfall Cleaning at $15,300. The only other bidder was Lametti at $44,800; the engineer's estimate was $17,500.
- The Mayor and Clerk were authorized to enter into a contract with Westco Environmental Services for the construction of the 2007 Surface Water Management Project, Pipe Cleaning in the amount of $17,836.80. Bids ranged to $93,720.40; the engineer's estimate was $48,360.
- Acceptance of a Quit Claim Deed from Robert and Joyce Moser to the city was approved. The Moser property is off Marshan Lane.
- The council formally designated August 7, 2007 as National Night Out.
